Strategy for Oregon Measure 67 Taxes

By Patrick J. Green and John A. DiLorenzo, Jr., David Wright Tremaine, LLP as brought forward by PPI's partnership with AOI

Do you operate your business as a C corporation? With the Jan. 26, 2010, passage of Measure 67 in Oregon, taxes on corporations with sales in the state will increase retroactively to 2009.

C corporations will pay a higher minimum tax and higher corporate income tax on income in excess of $250,000. Other business entities will pay an increased minimum tax regardless of profits.
This advisory provides a brief analysis of Measure 67's implications and describes a strategy for tax reduction for businesses operating as C corporations.

Game Change – Scott Brown: Political & Legislative Analysis
Last week’s election of Republican Scott Brown to represent Massachusetts in the U.S. Senate represented both a political and legislative “game change” on Capitol Hill.
While the most obvious effect is the loss of a Democratic 60-vote supermajority, other ramifications have and will continue to emerge during the second session of the 111th Congress.

In light of Brown’s upset victory and in advance of President Obama’s first official State of the Union address on Wednesday, Printing Industries of America presents an analysis regarding the political and industry issue impact of the “game change.”

HR Update
COBRA Subsidy Extended
President Barack Obama signed into law (as part of the 2010 appropriations bill for the Defense Department), an extension to the subsidy for COBRA created by the American Recovery and Reinvestment Act (ARRA).

The legislation extended the period during which involuntary terminations would trigger subsidy eligibility, as well as expanding the duration of the subsidy. Employers and plan administrators also will face new notice and administrative requirements to implement the subsidy extension on a retroactive basis.

First, the Act expands the maximum subsidy period from nine months to fifteen months, including individuals currently receiving subsidized COBRA coverage.

Next, the Act extends the period during which a COBRA-qualifying event resulting from an involuntary termination of employment can trigger eligibility for the subsidy, extending the end of that period from December 31, 2009, to February 28, 2010. Read more>

New Changes at USPS
With the USPS one thing is for sure - everything changes always! There are a few updates of note that every mailer needs to know.

The first is the Move Update Assessment - mailings that have not cross referenced their lists to the NCOA database will be assessed $.07 per piece based on the percentage of unqualified mail being dropped.

The second change of note is the Deflection Standards. Mailers are encouraged to take this opportunity and ensure their flats meet the new deflection standards in January. Current deflection standards will continue to apply only for automation flats during the extension period. For additional information on deflection and allowable droop, please go to the final rule at Federal Register (74 FR 15380-15484), New Standards for Domestic Services published on April 6, 2009.
